this is the practise of linking non-html files (gifs, images) from another site and embedding them onto your own. when you hotlink an image, for example, onto your page-every time someone views your page the browser will request the image from the original site host. it turns up bandwidth use for that site, not yours. this is fine for sites like reddit or flickr-but not small webdevs, we need that bandwidth!
also... if that person decides to move or delete the file; you have no control over that! so best practise is to uploads images onto your own server
neocities (if you use it) does not allow this.
